Fix the [li] on the forum

Right now they don't show any bullets.

Maybe get someone to make a graphic for it.

I can make a PR if I know it'll get deployed.

no actually this problem is fixed but it needs to be deployed, and we need to hire a sysadmin person (have been trying to fill this position for over a year now)

Unfortunately even after deploying the latest version of the forums this problem still persists. Upon further inspection it looks like SMF isn't actually creating <li> elements for lists.

I figured it out!!!!! li tags were disabled in the forum settings. Now it's working 🎉🎉
