Cross-board quote interface

Sometimes when I'm reading a thread in general discussion I'll want to quote and reply to something as a shitpost.

It would be cool if you could quote from one board and have the option to choose a different destination board.

It would also be useful to cross-thread quote as well. For example, certain threads have rules like "copy pasta thread" or "no pants party" and cross-thread quoting would allow somebody to quote some copy pasta and discuss it without breaking the rules of the thread (only post copy pasta)
